Although factually correct, you can "not use it" on Subsite Y
You cannot have module X installed and not used no subsite Y.
i believe in this case 'instance' is supposed to be CWP-relevant - which is poor form
You can not run entirely different websites from a single instance, but you can have a set of domains, run on exactly the same code.
What it means is that it's not for the likes of Drupal, where one instance of the core can run N many sites.
No, it's just poorly worded, but factually correct.

I misunderstood this part "Subsites can not be used to run multiple websites on a single instance. Subsites does not allow you to run multiple domains/vhosts on a single instance."
