It seems that if I change anything in one locale, it's applied across the board, whereas I'd like different content for different locales

Might be failing on the that location block itself. I've found nginx will give you 404s if you've misconfigured a block e.g. in a try_files directive

Maybe you don't need the try_files block as you have it? I have this (But not tested, it's from a new project)

Depending on what you've set root to, you may need to change the final line in the block to "public/index.php?$query_string;"

I'm guessing that nginx is actually barfing on an inability to find "./index.php"
