@gs I had this issue a moment ago. I cleared my cookies / session and re-logged in and it fixed it.

You can set a config option that requires you to publish a page in a locale for that to be visible on the frontend,

There's a row for the page, but there's also a one-to-many between the page and the localisations for that page.

So I have a project coming up where I'll need to build in regional permission model for fluent

canCreate() normally takes a $context with the other args that would, hypothetically, eventually be $this if the check succeeded
